Process & Nuclear Construction Engineer
Schedule: Full Time

ECO Track Services, Inc. is seeking a professional for an immediate placement opportunity in support of an NNSA oversight role at the Los Alamos, NM site. The Process Engineer should meet the following.
Minimum job requirements:
-
Project Management: Demonstrated experience and working knowledge of strategic planning, advocacy, and capital line-item program/project management adhering to Earned Value Management System (EVMS) requirements. Demonstrated ability to build and grow both internal and external organizational relationships focused on ALDWP/ALDPI programs

Technical Leadership: Broad range of technical experience and expertise working within nuclear facility operating requirements including safety, safeguards and security, radiation protection, waste management, criticality safety, safety basis, conduct of operations, and QA/QC. Advanced knowledge of and demonstrated experience with managing the design, installation, and startup of programmatic equipment and gloveboxes, including management self-assessment requirements.

Communication and Collaboration: Excellent interpersonal, oral, and written communication skills. Experience interfacing with NNSA, LASO, and LANL senior management. Demonstrated experience in effective decision-making and creating problem solving.
Desired Skills

Demonstrated experience of pit manufacturing process flow

Demonstrated hands-on working experience in a Hazard Category 2 Nuclear Facility (e.g., TA-55 PF-4).

Familiarity with transition to operations and the management self-assessment process.

Demonstrated knowledge of capital line-item project requirements and implementation processes.

Active Q-Clearance; participation in the Human Reliability Program (HRP).

Familiarity of Nuclear Quality Assurance
Experience with High hazard glove box operations within a Haz Cat 2 Nuclear facility. Prior experience with nuclear construction, installation and commissioning activities is desired. A strong engineering background, attention to detail and organizational skills, proficient working knowledge of Microsoft Suite (Excel, Word and PowerPoint), Adobe PDF, and the ability to balance multiple tasks with changing priorities are required. The ideal candidate will have experience with the nuclear security mission within the TA-55 facility. Personal with an active Q-clearance are preferred. If un-cleared, personnel must be capable of meeting qualifications for a Q-clearance. Individuals must be self-starter who can meet deadlines and work effectively as part of a team. Project Control Engineer
Job Description
Overview:
The Project Controls Engineer will support NNSA in its mission to oversee capital line-item construction projects at a DOE/NNSA National Laboratory. Support will include Project Controls and Earned Value Management (EVM) System support, including expertise in Primavera P6, oversight of Management and Operation (M&O) contractor schedule and cost performance, and support for monthly presentations to Federal Project Directors (FPDs) and senior NNSA leadership. This position is fully remote, with travel required to site approximately 4 -6 times per year.

Key Responsibilities:

Perform schedule management, progress measurement/reporting, schedule forecasting, and corrective action support.

Review M&O contractor cost and schedule performance, develop findings, analysis, and recommendations to provide to FPDs. Determine critical aspects and activities of the project development that will require the attention/action of the Federal Team and M&O.

Create reports from Primavera P6 schedule files that provide essential status information relating to schedule, man-hour, cost, EVM metric, and fiscal data including statistical reports, which analyze, evaluate, forecast, and report schedule status against established baselines.

Assess the impact(s) of design/construction changes and cost/schedule impacts.
-
Provide guidance, direction, and specialized assistance for the resolution of difficult and complex project scheduling and control problems and ensure compliance with DOE 413.3b is maintained.

Accumulate and access historical data, such as schedule duration metrics and performance experience, for use in maintaining a realistic basis for future planning and forecasting.
-
Interface with responsible project M&O personnel to obtain periodic status updates of budget, progress, forecasts, schedule, and issues.
-
Track and report project costs and provide financial support to the Federal Team for Program Status Review meetings with the NNSA headquarters organizations.

Analyze and oversee M&O project risk programs, including registers, mitigations, management reserve/contingency quantification and use.

Team focused, including working with members of the technical, M&O and federal team to resolve issues and/or offer solutions to challenges affecting the mission.
Qualifications:
-
A minimum of 4 years of experience providing project controls support on large construction projects ($100M+).

A minimum of 4 years of experience using Primavera P6.
-
A minimum of 2 years of experience as an end user of Deltek Cobra
-
A 4-year degree in a relevant field is highly desired.

An active DOE Q Clearance is a plus, ability to obtain a DOE Q Clearance is required.

Must possess the ability to work independently with little oversight.

Must possess excellent time management skills with the ability to consistently meet aggressive deadlines.

Experience with DOE Order 413.3B is a plus.

Experience with DOE or NNSA construction projects is a plus
